Few mid-market CEOs would say their company has too few policies. The opposite is usually true: handbooks grow faster than they can be read, understood, or lived. Yet this growth doesn't make a company more resilient. Quite the opposite. Resilience doesn't come from having as many rules as possible, but from having the right ones, well understood and genuinely followed.

Rule-based governance isn't effective when it grows unchecked. Every site gets its own work instruction, every new requirement its own form, every review its own protocol, mostly maintained manually, often redundant, rarely consistently up to date. The result is a body of documentation that serves protection more than actual control: something has been regulated, but not necessarily made more resilient.

That's the real contradiction of an overgrown policy landscape: it creates a sense of security without being effective, and without genuinely strengthening the company. The typical symptoms are familiar: corporate policies laboriously revised once a year. Training records from blanket sessions that hardly anyone remembers in substance. Escalation matrices that are outdated by the first real incident. Approval processes that, through signature chains, cost more time than they mitigate risk. In the moment that matters, a crisis, an audit, an incident, it becomes clear that the sheer volume of rules doesn't correlate with the ability to respond correctly when it counts.

The first and most effective step is unspectacular: remove what doesn't actually work. Superfluous and outdated rules, duplicated documents, approval loops with no real control value, all of this can be identified and eliminated before a single new piece of software is introduced. That saves money immediately, measurably, and without any upfront investment. And it creates something at least as important for resilience as the savings themselves: clarity. Fewer but more relevant rules can actually be internalized, the precondition for them to work when it matters.

The sequence is deliberate. Anyone who automates first without clearing out beforehand often just digitizes the existing excess of rules, building no resilience, but cementing the very weakness they meant to fix. Anyone who debureaucratizes first creates the foundation for the GRC system that follows to stay lean, effective, and maintainable.

Done right, the result is more than a tidied-up rulebook. Employees who understand the "why" behind a remaining rule act correctly even when no form is at hand. That is the actual definition of resilience: the ability to keep acting correctly under changed or unforeseen conditions, instead of waiting for a document that never anticipated the situation. Culture carries what regulation previously had to control, with noticeably less administrative burden for everyone involved. The good, simple rules remain; their implementation strengthens the culture instead of replacing it with form-filling obligations. This is how a lean rulebook becomes a resilient company.

This shift isn't just a cultural matter but a tangible economic one, and the freed-up funds can be reinvested directly into further resilience measures. From comparable GRC transformation projects in the mid-market, two cost blocks stand out particularly clearly:

Training costs typically drop by 30 to 45 percent when process-integrated, situational learning replaces recurring blanket training sessions. Knowledge is then built into the work step itself, not delivered in an annual seminar-room cycle. As an example calculation: with a training budget of €150,000 per year, that amounts to savings of roughly €45,000 to €67,500 annually.

Policy maintenance costs are reduced by 40 to 60 percent through the consolidation of redundant documents and automated version and approval management, replacing manual revision cycles at each site. With an assumed maintenance effort of €100,000 per year, that's roughly €40,000 to €60,000 in savings.

These ranges are empirical estimates, not guarantees. The actual effect depends on the starting position, industry, and existing regulatory density, and should be quantified on a company-specific basis, for example using an EBIT@Risk logic that brings cost and risk together into a single metric.

Debureaucratization in the mid-market doesn't mean giving up control. It means consistently removing first what creates effort without effect, and only then automating what truly carries weight. Anyone who follows this sequence saves twice over: immediately through the reduction, and in the medium term through the integrated GRC system built on top of it. But the real gain isn't a cost figure. It's resilience: a company that operates with fewer but more relevant rules, that spots deviations earlier, and whose employees act correctly even when no form is within reach.
